Summary

The Directions and Findings Report highlights identified challenges within the Town’s current zoning code. Additionally, the report outlines proposed changes that represent an initial step towards the revision of the Town Code and establishing it as a more defined Unified Development Code (UDC). It's important to note that these recommendations are not exhaustive and are subject to refinement through ongoing discussions with Town staff, Town officials, and the broader community. As noted in the report, there are more critical aspects that should be undertaken first to provide a solid foundation for subsequent updates.

Initial Recommendations

  • Enhance Document Format & Organization: Current standards must be streamlined for ease of use while integrating relevant state level protections for stream buffers, watersheds, and erosion management. Zoning districts and overlays should be adjusted to integrate best engineering and design practices for active agricultural, residential, and industrial uses.
  • Improve Process & Administration: Current standards require a new numbering convention that better supports future staff redlines and adjustments, eliminating redundancies to prevent embedded conflicts. All violations and enforcement, permit close out, inspections and other administrative regulations should be coalesced and made easier to find in their own chapters.
  • Correct Regulation Content: Identified regulatory or procedural issues will be addressed as part of the code rewrite.
  • Realign Districts & Uses: Current districts and their lot standards should be realigned to better reflect Future Land Use Map categories, uses, and maps.

Next Steps

Following this diagnostic report, the next step in the process is to implement the recommendations contained herein, and work towards additional modifications within the Town Code as the regulating Code Update. The new Code Update document will consist of easily navigable sections and illustrations that demonstrate visually and articulate contextually how standards are meant to be implemented in the field.
